Outlook sending mail on startup ?

Everytime I open OUTLOOK EXPRESS 6.0 or IE 6.0 my Norton
AntiVirus tells me it is checking my outgoing mail. How
can I modify OUTLOOK so I can inspect, then either send or
cancel the items being sent out. Especially those items
that I know I have not sent anything. Also whatever is
being sent out does not show up in sent mail.
