Outlook set-up

I bought an office SBE 2003 upgrade for my xp home edition in order to use
Microsoft Outlook for my email client. The CD was apparently missing some
"VSO\OUTSCAN.DLL" file and the program would not initialize. I have tried
re-instal, repair and updates but to no avail. How else can I set up
Microsoft Outlook?

Thats caused by a problem with your McAfee AV app, the file is a McAfee one.
Uninstall McAfee, then if you 'must' after installing / configuring OL,
reinstall McAfee

Many thanks for pin pointing the problem. I had no McAfee products I thought
and have probably uninstalled or deleted the file during a recent
defragmentation. Can I not obtain something similar from my Trend Micro or
even Microsoft? I am surprised that a Microsoft Office program needs a
security dynamic link library from McAfee.
