Outlook shared calendar has incorrect time on recurring events

Hello, here is my environment.

I have a network that is running Small Business Server 2003 with all the updates applied to the operating system. I have Exchange 2003 running with 5 users. I have User1 who uses Computer1, User2 uses Computer2, etc. All computers are on a local LAN.

Clients
Computer1 = Windows XP Home edition with Outlook 2002 configured to use the Exchange server. This computer does not log into the domain.
Computer2 = Windows XP Professional edition with Outlook 2002 configured to use the Exchange server. This computer does log into the Active Directory Domain.
Computer3 = Windows XP Professional edition with Outlook 2002 configured to use the Exchange server. This computer does log into the Active Directory Domain.

Problem:
User1 accesses User3's shared calendar with no problems other than User3's recurring appointments are an hour off. This seems to change back and forth whether or not User1 or User3 creates appointments into User3's calendar.

Details regarding what we've tested so far:
Computer1
When I log onto Computer1, the time in the lower right is correct and the setting is adjusted for DST. (Tools:Options:Calendar Options:Time Zone) is also adjusted for DST but clock is an hour ahead. After de-selecting DST under (Tools:Options:Calendar Options:Time Zone) the clock at lower right reads an hour behind (settings for the clock indicate DST selected). (Tools:Options:Calendar Options:Time Zone) time is two hour behind now, DST is not selected and the computer will not save my preference to select DST in (Tools:Options:Calendar Options:Time Zone).

Computer2
Computer2’s clock at the lower right is correct and the “adjust for daylight savings†is checkedâ€. Under (Tools:Options:Calendar Options:Time Zone) the clock is an hour behind and it will not allow me to save my preference to adjust for DST.

Computer3
Clock at lower right and under (Tools:Options:Calendar Options:Time Zone) are on the same time. Computer clock allows me to toggle between DST and not under (Tools:Options:Calendar Options:Time Zone).

I need to know if there is something in the Exchange Server or Outlook or Security permissions that I need to check, I can't figure out what to do. Someone please help.
