Outlook shoud offer to connect instead of giving an error message.

I have installed OFICE 2003 and got a new Microsoft Outlook program.
So far I noticed that, when not connected to the internet my sent e-mail
goes to the OUTBOX and stays there + I get an error message. The previous
version would offer to connect when I click on send/receive. Now it does not.
Can set my outlook so as to behave like the previous version did? The way it
works on my computer is not practicai because I have to go to the desktop to
conect, and I am not avare that my computer is for some reason not connected.
