According to post below and my usage, flagging a message during composition
leaves the flag in a "half-flagged" state which does not show up in the
Follow Up search folders. The workaround is to going to Sent, finding the
message, and clicking the flag. This is very annoying!

Unfortunately it is not possible to modify the flag color before sending a
message. You can however go to the Sent Items folder and modify the flag
after the message has been sent. I hope this information is helpful.
