Outlook should display 'alt=' text when hovering over a hyperlink.

Like older versions of outlook, I would again like to see the 'alt=' text
when hovering over a picture. Now in outlook, if the picture is also a link
outlook when hovering the link is displayed. If there is an option to chage
this, i've yet to find it.
