Outlook should have a verify window for "Reply To All"

Is there a way to include (in all MS Outlook products/versions) a method to
request the user verify they want to "Reply To All". For example a pop-up
window asking "Are you sure you want to reply to every person?"

You may be able to write your own. See if there are any samples a

Why would someone click Reply All if they're not sure they want t
click it? No one is ever forced to click it and it's quite easy t
refrain from clicking it if you don't want it
