Outlook should have an option NOT to send attachments to those in.

When I send an email to a group of people, typically only those in the TO
list require attachments, but for information purposes I need to include team
members in the CC list and they therefore do not need to receive these
attachments, as they can be found locally. Can this be done or can it be
added as a feature?
