Outlook should let me refuse email from those not in my contacts

I recently downloaded an update on my PC, it had an outlook update in it..
Now I have outlook 2003 running, when before I had Outlook 6.0... I'm not
sure what the difference is, but I noticed that 2003 has a junk email option
as to where we can select to only receive mail from those we allow... While
I'm very excited about this feature, I'd like it to be a bit stronger as in;
Instead of the email going to a junk email folder or being deleted all
together, I think another option should be to number one; reply to the sender
with a blocked reply message and two; just don't download it from the server
all together. These would be great options. I'd love to have an automatic
message for those I don't want contact from :( sample response)
"This is a delivery status notification, automatically generated by "My
Address here" on Mon, 15 May 2006 12:50:20 -0400 Regarding recipient(s)
"Their address: Delivery status: Failed. Message could not be delivered to
"My address" Failed to accept the recipients.
Response :550"
Think about it. It'd be a great option for Junk mail or people who just
bother you!

Previously you were probably using Outlook Express (there's an OE 6.x but no
Outlook 6.x).

Outlook has no "don't download" option. You can choose to download only
headers but not on the sort of selective basis you're referring to.

There is no "Outlook 6.0". That's Outlok Express and is unrelated to
Outlook except in name.

Sending fake blocking messages is a bad practice for a number of reasons.
Moreover, only mail servers can issue block NDRs.
