Outlook should not delete all email when using Detect and Repair

Outlook 2003 Detect and Repair. Deleted all my email and folders. A warning
should be shown prior to going through this process. A repair shouldn't
involve deleting everything.

It usually doesn't!
Outlook stores data in a hidden PST file. Search for PST files, open them
and you should find items there. You can copy them to your "repaired"
installation.
