outlook should not request to download pictures, etc. after the user presses
the reply to certain emails, such as those with embedded "MSGTAG" pictures.
If the user refuses to download the pictures, he is denied the usual reply
window. Of course, this is ridiculous since the user could reply anyway by
starting a new message and copy-pasting the contents of the received messaged
to which he desired to reply. It just adds several steps of complication to
the whole process.

Outlook should proceed to the reply window despite the user refusing to
download pictures in the email to which he wants to reply.
