This change only benefits those people that either live in an area that does
not observe daylight savings time, or schedule appointments with people that
live in one of those areas.
Currently Outlook will automatically adjust for daylight savings time chages
if the appointment was scheduled by someone that lives in a time zone that
observes daylight savings. For example, I work in Phoenix, AZ. Most of the
recurring meetings I have on my calendar are with folks in Minneapolis, MN.
If I make a recurring meeting to remind myself of the meeting time, I have to
delete and recreate it twice a year because the time the meeting occurs
changes for me while it remains the same for those in Minneapolis.
My suggestion is to add functionality to appointments/meetings that will
override the default time zone of the user. This should be an option on at
the meeting level. When the meeting is created/updated default to the user's
time zone, but provide an option to override this if needed.
