Outlook signature not displaying

Hi, We have MS Office 2003 and in options under mail format we have HTML set
as we are using a business card type signature. The signatures folder sits
in the users Application Data/Microsoft folder as it should.
However when they go to select the signature to set it up with there
name/phone no etc it is displaying as blank. Our business card template does
not show.
I have checked the template and it is Fine. As it does not display they
cannot modify the details.
Any ideas on why this would be happening will be greatfully appreciated
