Are you sure you are asking about Outlook and not about Outlook EXPRESS?
The MS Office suite comes with its own spell checker. Outlook 2007 no
longer has its own embedded e-mail editor and always uses Word 2007 for
its e-mail editor. Even if you don't install Word 2007, Outlook 2007
includes stub code for Word 2007 to use it as its e-mail editor. So
Outlook <any version> uses the spell checker included with it.
Outlook EXPRESS never came with a spelling checker. It borrowed the
spelling files from Word. However, with Word 2007, Outlook Express
cannot use the English, German, or Spanish spelling files.

You'll need to find a 3rd party spell checker to use with Outlook
Express. Some are free. Google still works.
