Outlook Stationary Problem

I am trying to help a user who is working with Outlook XP
She has the "Clear Day" stationary set in Mail Format options.
When composing a new email message the first line is set to
"Paragraph" style instead of "Normal"
If you skip a line using the down arrow it changes to Normal.
All other stationaries work fine.
I tried replacing the stationary files from another computer where I
verified it works fine but the same issue occured.

Anyone know how to fix this ..... without reinstalling Office.
