Outlook Stationery Question

I am trying to develop a custom staionery with my company's logo at the top. I have followed the instructions and created the html in the stationery folder. When I create a new email the staionery comes up with the logo, however when I tab off the subject line, the cursor is beside the log. When I start to type the email message the text pushes the logo to the right. I also tested some of the supplied stationery and have had the same issue. I have tried this in Outlook 2000 and Outlook 2003 and had the same issue. I also went as far as to test this scenario in Outlook express. To my surprise, in Outlook express when I tab off the subject line the cursor appears under the logo and I can enter text with out the logo moving.

Anybody know why this is and how I can correct the situation

As a secondary question, is there a way to make a logo so that it can not be moved
