Outlook still downloads emails even though I shut it down

I am running into an issue where I shut down Outlook, I have 200 on one
computer and 2003 on the other, and it will still download emails.

I hit the X button to shut Outlook down but it still shows in the Processes
area in he windows Task manager. It does not show as a "running" application.

Any thoughts?
