outlook still isnt working is reinstalled why

I have reinstall outlook express and it still sayins finalising and I cant
understand what else it needs
Any help to fix it would be appreciated

The outlook express newsgroup is
microsoft.public.outlookexpress.general.

I didn't know you could reinstall it, so maybe you are talking about
Outlook.

How long has it been there saying 'finalizing'?
What are you installing it from? And why?
