Outlook stuck on offline mode

Outlook 2002, SP3 (Office XP)
WinXP pro, SP2

The other day, while my cable ISP was down for service, I switched Outlook
to offline, so as to not be annoyed with failure notices every time it polled
the POP server.

When the ISP came back online, I tried to uncheck "Work Off Line, and
received the message "The messaging interface has returned an unknown error."

So I did the following, in order: Complete disk check (no errors), Outlook
check and repair (no effect), and System Restore to three days previous (no
effect).

However, I can manually click send'receive, and download/upload mail! I
just cannot get Outlook back into online status.

What's going on And does anyone know how to remedy this?

Of course. That is always the first thing to do! I just forgot to mention
it because if is so routine as to be overlooked.

But I did mention than I ran both scandislk and system retore- both of which
require reboots.

So, the actual list would be:

Problen rears its ugly head.
Restart Ouchlook
still have problem
reboot Windoze, restart Outlook
still have problem
set up scandisk
reboot Win
run scandisk
restart Outlook
Still have problem
close all apps, back out Win three days with system restore
Reboot Win, restart outlook
Still have problem!
Scratch head
Try manual send/receive
That worked- so I have a workaround
Search MS KB- no help
Post here- waiting on help!

Suggestions?
