Outlook Suddenly can't Send ... !

I just switched high-speed providers. I have Outlook
2003 with every possible patch, uprgrade, etc. that MS
has made available.

I am having the IDENTICAL problem to this poor guy:

Point form detail:

Outlook Express will send fine - it's not a router issue
Outlook 2003 was set up with brand new account - all
other accounts deleted
Outlook 2003 will try to send but it will never leave
Outbox
The TEST button works perfectly, and I receive the email
I have run both the latest versions of AdAware & Spybot
recently - nothing there
I REMOVED all files from \docs & settings\ME\application
data\microsoft\outlook ... no difference
I tried turning off all Add-In programs (there are only
2), no avail

Please oh Please oh Please give me a hand!
