Outlook Sync Fails in Work Offline Mode

I've seen a number of posts about this problem, but haven't seen any
solutions posted.

I'm using outlook 2003 on Windows XP on a laptop. Usually I'm at the office
and working in "Online" mode. At times I take it into "offline" mode for
traveling, etc.

However, when I'm in offline mode, my OST isn't up to date, even though I've
done Send/Receive All before exiting my online mode, and the scale appears to
be synching all folders.

When in offline mode, if I press F9 or choose send/receive all, it tries to
sync, actually says it synched, but nothing really happens (and the bar goes
by so fast that it's evident that it's not really doing anything).

However, if I choose "This Folder" (shift+f9), then the current folder I'm
in will be synched.

So, to sync my entire OST, I have to log into outlook in "work offline"
mode, visit each folder, and click Shift-F9. Not pretty.

This could be related to the fact that I had started using cached exchange
mode, hated it, and turned it off. I only used it for about a week, so I
don't know whether these symptoms started *after* using cached exchange mode
or from the beginning.

Any help would be appreciated.
