You mentioned error, is there an error message? What does it say? Does
Outlook behave the same way if you start it in safe mode?

Start > Run > outlook.exe /safe (note that there is a space between
outlook.exe and /safe)

Sorry for being late to give feedback, anyway:

There is no error message or error in the application event viewer ,when i
restart outlook in safe mode it does not take long time when i press new
message

If Outlook works in safe mode, then check the Add Ins to see what is
integrated wtih Outlook that causes the unwanted behaviour. The best method
is to disable all the Add Ins, then start Outlook normally and add them back
one at a time, testing inbetween.

Off the top of my head (and I'm not using Outlook 2003 at work), Tools >
Options > Other > Advanced Options > Add In Manager. Since I'm not using the
same version of Outlook, the instructions are approximate.
Uncheck them all and click OK to disable them. Restart Outlook in regular
mode. Add one back and test. If Outlook continues to behave, then add
another back.
This assumes that the issues are gone away if you open Outlook in safe mode.
