Outlook Task Bar

My outlook task bar is greyed out, I am running Office 2007 and OneNote 2007.
In addition, the othe outlook options, create appointment or contact are
also greyed out.

Any suggestions? This is on my corporate computer so if I need Admin access,
I will need bring in tech support.
