Outlook task request - accept or decline it doesn't email the sen

In v 2002 when I receive a task request and pick either Accept or Decline it
should send an email notifying the requester of my response. At that point
it should also, I believe from a training maunal, produce a dialogue asking
whether you want to edit the resonse B4 sending which I also do not get.
I tired it on a friend's PC which had Outlook 2000 and it did email a
response and also asked if I wanted to edit the resonse B4 sending.
Has this changed in v 2002?
Is there an Option I can change?
