Outlook tasks disabled

From ON, I'm not able to create Outlook tasks. The toolbar is disabled as
well as the menu option from the Insert menu. Shortcut keys are not working
either.

I've run office diagnostics with no issues reported.

This is a new machine to which I’ve migrated my ON files. On my previous
machine I was able to create outlook tasks. I'm running Outlook 2007 and ON
2007 running on XP w/sp 3

Any suggestions on how I enable this functionality?
