outlook telephone out going voice does not work

I am trying to set up headphones for my telephone on outlook.. When I test it
with voice rec. it works but when I make a call I can hear them but they
can't hear me.. I have broadband internet but have a land line phone pluged
in .... I hear a dial tone and can hear the person I'm calling but they can't
hear me...help please
