Outlook template with multiple drafts of content prior to sending

I am new to using Outlook templates. I created a template in Outlook 2003
with an imported picture banner. It is a simple e-newsletter I send each
month to a group of 500 recipients who use various internet service
proivders. I have been cutting and pasting content copy from Word 03, but
some of my recipients receive the e-newsletter without text wrapping. So I
thought I would try typing the info into the template itself rather than
cutting and pasting. Several times during the month, I need to add new info
to newsletter content, just like updating a draft copy with several content
updates. Then I email the final copy. How do I save draft copies of updated
content in the Outlook template several times, then send out the final draft?

I create my newsletter in OneNote and Word then paste it into an HTML
formatted message and send it. I use OneNote for notes though the week and
then send it to word to finalize it.

If you really want to use a template, create the template with the
boilerplate text then open it as a new message and compose it - save to
drafts and edit as needed.
