Outlook "The Operation Failed" error when attaching Outlook items

In Outlook 2003 SP2, I Insert an Item in a new message. I send the message
and open the attached item and it opens fine. When I try to open it again I
the get the error "the operation failed". If I close Outlook and repeat the
process I get the same results. I can open the item only once. I have to
close and reopen Outlook to veiw the attached message again. This only
happens for attached mail items not attached files. This is happening on
several clients. I have gone thru Add-ins and removed everything with not
affect. I uninstalled/Reinstalled Outlook, ran a repair, checked for disabled
items.....no luck.
