Outlook Today 2007 loads 2003 Outlook Today

Upgraded from Outlook 2003. Installed Office 2007. When I go to Outlook Today
front page, with Calendar, Tasks, Messages, etc. It displays from the
previous Outlook. Everything else works fine.

The Outlook Today page in 2007 is unchanged from 2003. So you are seeing
the Outlook Today page of 2007.
What made you think it was 2003?

Because it is the same settings as my old Outlook 2003. It keeps reverting to
that. Also top left logo won't load and there are "tasks" tick boxes all over
the place.

It is the same settings because those settings are stored independently
of the Outlook version.
Right-click "Personal Folders" in the folder list (the item that is
selected there when you are looking at Outlook Today). Select Properties
and go to the Homepage tab. Hit reset defaults.
That might fix the problem.
