Outlook tool menu

I am attempting to follow instructions in Article Q197577 which references a
choice of "Services" on the Outlook 2003 Tools Menu dropdown. However, I do
not have the Services option available on any menu dropdown.

What do I need to do to locate the Services tool so I can resolve the
original issue, which was adding a Public Folder as an Address Book within
Outlook? I have checked the Options section and do not see an option to add
it to any toolbar, either.

Tools | Email Accounts would be the corresponding command in Outlook 2003. However, the place to add a public folder as an address list is the Properties dialog for the folder itself, on the Outlook Address Book tab.

Based upon what Q197577 says (and other accounts at this same client) what I
was attempting to "turn on" is the "Show this folder as an e-mail address
book" option, which is in the Folder Properties. However the "Show this"
option is grayed out. Q197577 references Services as a way to "restore the
usability" of the "Show this" option.

Thoughts?

If your goal is to add the Outlook Address Book service, then that would be, as I said, Tools | E-mail Accounts. Select the option to manage address lists.

In the Public Folders we have a Contact folder that is accessable by several
users. When we attempt to turn on the option "Show this folder as an e-mail
Address Book" (this option is associated with the folder), the option is
grayed out. For other Outlook users in the same office, this option was
usable (not grayed out) and when turned on, the Contacts folder does properly
show as an address book. However for this user we can not activate the
option. Searching MS KB is where I came up with Q197577 as it specifically
address our original issue.

So, to rephrase the question, When I attempt to use the option associated
with a contact folder that will allow its use as an address book, I am unable
to because the option is grayed out. MS suggested options for "undimming"
this option resulted in not having the Services Option as references in the
KB resolution to the original issue.

My main issue is allowing the contact folder to be used as an address book,
but the necessary option is not working.

Did you follow the instructions in the article to add the Outlook Address Book to the mail profile, using Tools | E-mail Accounts as both I and the article explained? Your problem will not be solved until you do that.

The article's reference to Tools | Services applies to versions before Outlook 2003.

Yes, that is where the issue about the Tools - Services Option began. When I
go to Contacts - Properties, I can not select the necessary option.

The account has existed for some time under Office (Outlook) 2000. Entire
Office Suite was upgraded to 2003 version.
Article references Tools / Services for all versions of Outlook prior to
2007, but I have no such option.

Account does properly seem to access e-mail both POP3 and Exchange accounts,
as well as Shared Calendars, it is only the Address Book section that is
wrong.

I think this is the third time I've said this: Where the article says Tools | Services, you need to use Tools | E-mail Accounts and choose to manage address lists.

As Sue has explained. If you need more explicit instruction, use an article
that addresses your version of Outlook. Tools>Services is for Outlook 2000
and earlier. What you want is Tools>E-mail Accounts>Vew or change existing
directories or address books >Next. See if the Outlook Address Book service
is listed. If it is, select it and click Remove. Click Finish. Stop and
restart Outlook. Click Tools>E-mail Accounts>Add a new directory or address
book>Next. Select Additional Address Books and click Next. Select Outlook
Address Book, click Next, then Next and Finish. Stop and restart Outlook.
You should then be able to check the "Show this folder as an e-mail Address
Book" option.
