outlook tools organize option not functioning

I am using Outlook 2003. I would like to color code incoming mail. I am
unable to use the Organize option. It appears on the drop down list (under
tools), but the word "Organize" appears faint...almost a transparent light
grey scale tone. I tried to customize by adding organize again (thinking
perhaps that would activate option)...but then I had duplicates on the Tool
drop down menu, both with same appearance and not functional.
Any suggestions? (I ran a detect and repair, with no luck.)

Thought so; Organize is not supported for HTTP accounts.
