Outlook tries to install Visual Studio at startup

I'm using Outlook 2003 and Fanklin Covey's Plan Plus 2 (lastest update
to Plan Plus, but NOT SP1 for Outlook). I have had this configuration
for several months. Starting yesterday, when I start Outlook, before
Outlook is completely started, Windows Installer pops up and starts to
"Configure Visual Studio .NET Academic 2003." I let it go through once,
providing the Studio .NET CD when requested. I don't know why it
happpened once, but Windows Installer pops up and starts installing
Visual Studio every time I start Outlook 2003 (I cancel the installation
as it took >5 minutes the first time I let it go through the steps).

I am also running WinFax Pro 10.03, so Outlook has reported an error
every time I shut it down, but it has been doing that for many months
now. Windows Installer trying to configure Visual Studio (which I
installed a couple of months ago and use regularly) is new and a
tremendous nuisance. Any ideas why this is happening and how to
eliminate the problem?
