Outlook tries to send two phantom messages, gets "bounce denied" error?

I'm running MS Outlook 2003 SP2 on Windows XP. Everything is fully
patched.

Whenever I do a Send/Receive, even with nothing in my outbox, it says
"Sending message 1 of 2..." and then "Send/Recieve error - click here".
Clicking there gives me the error:

Task 'mail.celebration.fl.us - Sending' reported error (0x800CCC0F) :
'The connection to the server was interrupted. If this problem
continues, contact your server administrator or Internet service
provider (ISP). The server responded: 554 RFC2821 bounces are
administratively denied'

The connection to the server is okay; I can send and receive other
email.

I have Norton Internet Security 2005 installed. The problem happens
even when I turn the firewall off and email scanning off.

I ran SCANPST.EXE on my Outlook.pst and my archive.pst; there were no
problems found.

I enabled logging in Outlook. Here are the relevant log lines:

I've Googled the problem and tried everything I found suggested, but
nothing has worked. How do I get Outlook to stop trying to send these
two phantom messages that aren't even in my outbox?

Never mind; I figured out the problem. The two phantom messages were
read receipts. I followed the excellent directions at
'http://www.outlook-tips.net/howto/delete_rr.htm' to delete them from
the Outlook message store.

I really am shocked that Outlook doesn't have a built-in way to review
and delete unsendable read receipts!

How would it know? That is a server function, not a client function.

unsolicited mail sent to my personal account will be deleted without
reading.

What do you mean? Outlook is installed on this PC, and had two read
receipts sitting in its Outbox which it kept trying (and kept trying
and kept trying) to send. I consider it a flaw in Outlook that it hid
these read receipts and didn't let me manipulate them like ordinary
outgoing messages. What part of this is the server's responsibility?
