Outlook user defined template won't transmit to non-outlook emails

For my job, I've created an email "letterhead" using paint.net and saved it
as a .jpg image. I then inserted it into an email and added a text box in
the middle of the image, sending the image to the back and I added some
hyperlinks and text on top of the picture.

I then saved it as an outlook template.

When I email it out to folks who have outlook, it looks great. However, if
I send it to any others, (yahoo, gmail, hotmail), the text that I have
entered into the text box, as well as the hyperlinks and text that I added to
the "template" separate from the rest of the stationery. The text comes
first and then the image comes below it.

Is there something in the settings that I need to change so the text box
stays on top of the image? (In the format text box, I already have put image
behind text).

Or, should I be doing this an entirely different way.

In my searches for the answer (which I have not yet found), I see that what
I'm trying to do is sometimes called a "Branded email". Hopefully this will
help someone understand my problem.
