Outlook user requires admin rights

Not sure what your question is, but you might try posting to one of the
Outlook support newsgroups. This newsgroup supports the OneNote program,
not Outlook. Make sure to include information on which version of Outlook
you're using and what updates you've applied, along with information on any
plug-ins you might be using.
