Outlook wants to upgrade itself from Win95

I'm running WinXPPro-SP1 and OfficePro 2000 SP2. I have three users, all of whom have the same secuirty ratings. On my user, Outlook opens and runs about as well as can be expected. For the other two users, it ALWAYS gives a message that Windows has been upgraded from Win95 or Win98 and Outlook needs to reconfigure itself. When I try to get it to do its crap, it always fails, saying it Installer doesn't have sufficient rights. Even running fix & repair doesn't help. What next? Eudora?

You must be logged on as an administrator to let Outlook reconfigure.

I am the administrator. It still wants to upgrade on the other two users

Is there anything logged to the Event Viewer?
Did you in fact to an upgrade from Windows 98 and did you upgraded Windows
95 to Windows 98? If so it might be better to start with a clean install.
Installing Serivce Pack 3 for Office 2000 and the latest hotfixes could take
care of it as well.
