Outlook Web Access & Templates

I am working remotely & am unable to determine how to use templates with Outlook Web Access. I would like to base my email on templates using automatic insertion from fields. See example below. Is this possible with Outlook Web Access? How

OWA has no support for this unless it's developed as a custom application.
