Outlook webaccess problems

This is a very strange occurance that is happening. I am an administrator on
our Windows 2003 Domain and Exchange servers. We use Outlook 2003. I setup
a terminal server that users can remote desktop connect to. I setup an
Outlook WebAccess shortcut on all users desktop on the terminal server.
Whenever someone who is not an administrator logs into this terminal server
and goes to Outlook WebAccess to login they get unathorized user. If they
click on refresh for the Internet Explorer window it will bring up their
e-mail.
The other strange thing that happens is that when someone who is an
administrator like myself logs into the terminal server, then logs into
Outlook WebAccess as themself, they get my Outlook e-mail.
Any suggestions into these 2 problems would be greatly appreciated.

OWA is actually part of Exchange, not Outlook. I would go ask in microsoft.public.exchange.clients.
