I have a user who can only get outlook to go into online mode by
restarting his machine. This is outlook 2003.
He is set to "manually control connection state" but does not get a
"work offline/online" option in his file menu. Nor does the icon on
the bottom allow him to control the connection state.
He is set to "choose connection state when starting" but is not
prompted for a connection state unless he actually restartes.
He can send and recieve if he his the send/recieve button, but outlook
goes right back to offline mode.
