Outlook will not open

I am using IE 6.+ because when I open Outlook, the machine hangs and I have
to abort Outlook. Sometimes it is aborted and other times I have to power
down PC. As the result of this error, I ran Norton SystemWorks "One Button
Checkup". The following error was detected by the Norton SystemWorks
"One Button Checkup" when running the "Program Integrity Scan".
The program: "C:\Program Files\Common
Files\InstallShield\Professional\RunTime\07...
cannot access a necessary file "mscoree.dll."
1. I am not sure if the above is my problem with outlook.
2. If it is the problem, could you tell me what I have done to cause the
file "mscoree.dll" to disappear?
3. I am having a problem with my CD-reader and can not read the Microsoft
Office XP Small Business Version 2002. Thus, I can not re-install Outlook.
4. Normally, I am not an Outlook user. However, when I got my PC from
IBM, outlook was loaded. At that time, Outlook DID work.
Any help appreciated.

Try posting this in an Outlook Express news group - this is not one of them.
Outlook is a part of Microsoft Office and is what this group supports.
Outlook Express is a part of Internet Explorer and has its own news groups.
