Outlook will not open

I keep getting the following error message: Cannot start Microsoft Office
Outlook. Unable to open the Outlook Window. The set of folders could not be
opened.

When I attempt to open Outlook, the window starts to open then I receive
this message. I am on a small business network. We don't have an IT person on
hand.
What should I do to fix this?

Does 'business network' mean you are connected to an Exchange account, or if
not that your outlook data files are stored over a network?
What version of Outlook?
