Outlook will not send message with attachments

I'm using a OPL Office 2007. Whenever I try to send messages with
attachments (ranging from a few KB to 2MB), Outlook will retun either of the
following type of error messages :

1) time out
2) sending error etc

IBM & SingTel (Singapore service provider) has already confirmed that it is
not an
issue at their end.

Can anyone tell me how to configure my Outlook so that I can send emails
with attachments, even small files. thanks

Because they say it's not their problem doesn't mean that it's not. ISPs
will ALWAYS tell you it's not their problem.

Several things to investigate: 1) Do NOT scan outgoing mail with an
antivirus scanner. Uninstall your AV program and reinstall it without the
mail integration. 2) INcrease your send/receive interval to no less than
about ten minutes. 3) Increase the server timeout value on the Advanced tab
of your account properties.
