Outlook will not send messages with attachments

Hello

I'm using a OPL Office 2007. Whenever I try to send messages with
attachments (ranging from a few KB to 2MB), Outlook will retun either of the
following type of error messages :

1) time out
2) sending error etc

IBM & SingTel (service provider) has already confirmed that it is not an
issue at their end.

Can anyone tell me how to configure my Outlook so that I can send emails
with attachments, even small files. thanks
