Outlook won't install from Office suite

I'm trying to install Office apps Word, excel, PP and
Outlook. I used the resource kit to create a MST file
and push it out using the MSI file and Group Policy.
Everything but Outlook installs.
No errors.

Any idesa on why Outlook won't install?

I also found that if Office is uninstalled and the machine
is rebooted. Outlook get installed.
