Outlook won't open connected to high speed wireless

I cannot open Outlook while connected to high speed
wireless. Can surf web, can connect to VPN, good client
IP address, but cannot open Outlook. It says, to connect
or retry. Using a dialer I connect to same VPN and
Outlook opens and downloads email. Using Windows 98.
Does anyone have an answer for this one?
