Outlook Won't Open--error message & Explorer probs

(Intro: Ever since I uninstalled Netscape I'm having
problems with Outlook not opening and "Cannot find Default
Browser" messages for Explorer. Photoshop doesn't
recognize Explorer when I click the help menu. It says I
have no default browser.)

Also, when I go to open Outlook it gives me a
message: "Outlook Express could not be started because
MSOE.DLL could not be initialized. Outlook Express may
not be installed correctly."

I've reinstalled Outlook along with Explorer but no
change. In fact when I go to reinstall it says there's no
need, everything is up to date.

Something's going on with Outlook....what????

Try posting this in an Outlook Express news group - this group support
Outlook from Microsoft Office suite of business productivity programs.
Outlook Express belongs to Internet Explorer.

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
