outlook won't open - tells me to run inbox repair

So I do - it won't run, tells me the pst file is in use; tried to move the
pst file, told I can't, it's open in System. Can't figure out what to do
about that, so am stuck - outlook tells me to run repair (scanpst.exe) but it
won't run.
