Outlook Won't Open

I am running Vista and Outlook 2007. Everything was fine for a year. Now,
when I attempt to open the program it fails to start. If I reboot the
computer it will start once then the probelm resumes. After a reboot, when
it Outlook is starting, I get a message from the Systray that says "A data
file did not close properly the last time it was used and is being checked
for problems. Performance might be affected while the check is in progress".
It appears to be happy but the data file is not fixed.
How do I "repair" the data file?

With Outlook closed, locate scanpst.exe using your file/folder search. It may
be in a hidden folder so ensure that you include those in your search.
Double-click scanpst.exe once you locate it and follow the instructions. It
will ask you to browse to your Outlook pst file (the default name is
outlook.pst). Run the scan, allow it to repair any errors it finds, then run
it again. Repeat until no further errors are found. Then try to open Outlook
again.

Also, check your Application Event Viewer for any Office or Outlook-related
errors.

It starts after a reboot because the reboot process causes outlook to fully
close.
Apart from the scanpst.exe process something is causing Outlook not to
terminate correctly. Next time you close outlook check running processes in
Task Manager, the likely scenario is that outlook.exe is still running

Forgive for asking my question here at the end of this thread, but I was
unable to click on New, ?Question and get a window.

I want to start using Outlook 2007 and it will not open. I am getting an
error message that says:

"the connection to Microsoft Exchange is unavailable. Outlook must be online
or connected to complete this action."

After I click ok on this, i get a window that has an email address for me
for one of my employers that uses Outlook Web Access to get my email.

Then I click ok and get this error message:

"cannot open your default email folders. The file C:\Users\Debbie
Soll\AppData\Local'\Microsoft\Outlook\outlook.ost is not an offline folder
file."

(I am Debbie Soll)

PLEASE help me... with steps for a newbie to fix this issue.
