Outlook won't send emails!

Outlook XP under Windows 2000, sometimes Outlook will refuse to send emails - I can
receive fine, but it won't send! (TCP/IP sniffer says Outlook isn't even accessing the
internet). I need to close Outlook then restart to send!

This is a big pain in the butt when I'm in the middle of something with multiple emails
open!

HELP!!!!!
