Outlook won't shut down

I find myself in a situation where issuing a command to shut down Outlook
doesn't work. The program disappears from my desktop, but I cannot restart
it and when I look in Task Manager there's still an active presence for the
program that continually calculates resources etc. The only way to shut
Outlook down completely of late has been either to reboot or use the Task
Manager to terminate it's operation.

This is incredibly annoying and threatens the stability/reliability of the
program because it is always shut down in a forced manner rather than in the
normal way.

Any suggestions?

Sorry...I'm using Outlook 2007 on an HP notebook with native Vista Home
Premium, Centrino Core 2 Duo at 1.83mhz and 2 gigs of ram.

Does this also happen if you start Outlook in safe mode (outlook.exe
/safe)? If not, then it may be an add-in that prevents the complete
shutdown of Outlook.
